Minpaku & Lodging

Minpaku & Lodging Permits
One-stop, end-to-end

Private Lodging Business (new Minpaku Act) / Inn & Hotel Business (simplified lodging) / Special-Zone Minpaku.
From local ordinances and fire-safety review to neighborhood notice — we handle every layer of opening a lodging operation.

Why Us
01

Ordinance-tailored proposals

We factor in each municipality's overlay ordinances to recommend the right permit type for the property and operation plan.

02

Building & fire pre-consultation

We handle change-of-use review, fire-protection classification, and pre-consultation with the fire department — preventing the "permitted but can't operate" trap.

03

Neighbor notice & complaint handling

Including the mandatory neighborhood notification for the Private Lodging Business and complaint-channel design. We design documents and operational flow with trouble prevention in mind.

Service Type

We select the optimal permit or notification based on operating style, property, and locale.

FAQ
Can I run minpaku in a condominium?
Not if the building's management rules prohibit non-residential use. Please share the management rules at the initial consultation so we can verify the rules and the association's stance.
Should I choose Minpaku Act or Inn & Hotel Business?
For year-round operation without day caps, choose Inn & Hotel Business (simplified lodging). For weekend or off-season operation under 180 days, the Minpaku Act fits better. We optimize based on zoning and operating plan.
How long until approval?
Rough guide: Minpaku notification 1–2 months; Inn & Hotel permit 2–4 months. Varies with property condition and any fire-equipment work needed.
Do you support hosting foreign guests?
Yes — we design ID verification and guest registry flow compliant with the Inn & Hotel Business Act, and can advise on multilingual signage and check-in flow.
Do you offer post-approval support?
Yes — periodic reporting (every 2 months for Private Lodging Business), neighbor complaints handling, and coordination with your operations manager.
